Hole tool versus extruding a remove-circle

So this may be a noobish question, but is there a difference between the hole tool and extruding a circle as a remove with a chamfer or fillet to replicate a countersunk hole? Also if one uses the hole-tool how does one tie that into the sketch to be dimensioned to structures on your sketch, whereas the extruded circle will be dimensioned. I realize that at some point they may add a fastener library to the hole tool which would make it way more useful as you could pick a pan-headed M5x10mm and have it do the right thing, but until then...

    45 degrees is not exactly realistic but yes it's better than nothing/flat.
