Autocad DWG and DXF are very restrictive it would be ideal to permit users to import SVG directly as a sketch such as the Autocad formats currently are. SVG should not be resized and be kept the original size it was exported, currently Onshape has very poor SVG implementation as it entirely resizes imported SVG drawings on import to a sketch.

SVG does not really have any inherent "size". Any sizes available in an SVG file are measured in pixels, not inches or millimeters. The point of the SVG format is that it is a vector image which can be displayed faithfully at any size, it is not a raster image like a JPG or a PNG. Even with the information about the default pixel size of the SVG, the Onshape workspace is in real world length units. There is no great way to convert pixels to inches, it will always have to be a guess.
If you know how large you want the SVG to be after importing, you can add a dimension across its width or height to specify the amount of space it should occupy.
