I have made it public.
The first step to creating the belt is to insert both pulleys into an assembly. The pulleys can be positioned and mated in place. You can also make a layout sketch in a new part studio, and insert the sketch into the assembly to use as a reference.
Next, I created a new part in context. This is done from within the assembly. Next, I used the belt custom feature to create the belt.
Last step, I inserted the new part into the assembly.
