sheet metal flange

Greetings, I am using the sheet metal tools to make a skin for a device (4 parts, one per side). I have used the flange tool in three places on all four side panels. On two of the instances the tool only puts a hole at the top of one of the little spacer gaps cut at the end of a partial flange (see attached). I've redone…
