What is the best way to put a pattern on a flat surface?

i have a flat glass part and need to show a frosted area on the flat surface. I would like it to be a different color than the glass and also control the transparency. Should I make 2 parts and assemble them? Adding a sketch for the area seems not to work well (I am even having trouble positioning it correctly even though there are no constraints that should stop it).

Since adding a sketch is definitely the best way to do this, I'd be interested to know exactly what's not working for you.
