Struggling With Turning 3D Scan to Model

I'm using 3d splines in an effort to trace this 3d scanned part for smoothing, editing, and ultimately slight redesign of the part but the fill panels aren't even generating as I'd hoped.. I thought of using a loft but struggle with trying to trace the shape effectively. I've made the document public… any help or inputs would be appreciated!
