Moving a Face and Fillets on small tight objects

Can anyone help me with how I can move this face 3mm instead of just 2.1mm, as in first link? Or why I can't do it or another way of doing it please?  I have tried thickening etc and then a thicken and a move face on top of each other.  While it works in the studio (as in second link) it doesn't translate when printing.

Also, why can't I make Fillet 1 in this second link, between the base and the wall, more than .49mm.  Is there any way of forcing it to 2.9mm or 3mm?

I assume it is to do with tight curves and the model being too small but would love to be able to beat this in some way.
