I want to import an image into a sketch and then scale it to match a dimension. The only scaling that I am able to di is the initial placement. I can move and rotate it, but not scale it. How do I do it?

I am wanting to get a part laser cut. I set my units to mm, dimensioned a major length to 76mm, and exported a sketch as a DXF for laser cutting but the company receiving the file found the scale to be incorrect with the 76mm length being ~3mm. I have used Onshape for a year or so and my export always worked fine. I have not used it in a couple months and now my STL export are coming out very small. I am working in milimeter. I have checked the workspace settings. Is there somewhere else for me to check. It does seem to be a 25.4 scaling problem. Tom B.
