To do manually - insert all parts into an assembly and use mates with offsets or 'by eye' to position. OR see the discussion on Auto Layout feature script here (View Post)7 -

There is no chamfer sketch command. Generally it is best practice to add fillets and chamfers later on solids. (View Post)3
