Drafting a Hollow Cylinder with Ribs

I have a design as follows:
The issue is that when I draft the 'VIV Shell Top' part only the cylinder is drafted.
Is there a way to get the whole structure to draft or is there a better way to do this?
Your help is greatly appreciated.
