dimensioned angled box lines won't turn black

I'm drawing a 17.090844"(vertical) x .250" (horizontal) box with the top and bottom at 125 degrees and side of the box angled at 55 degrees from horizontal, to fit in a box and using construction line box, set at 160" horizontal x 20" vertical to space the "angled" box 2" from the top and 4" from the bottom.
And the the lines are staying blue even after adding dimensions. I have tried drawing it other ways and still get the same result. even tried different constraints. Been monkeying around with it for 3 hours...
Even tried setting the dimension measurement for the 17.090844 to... horizontal (14") and vertical (9.802906")
Any ideas why?
