Why is this sketch not fully constrained?

It looks to me like this sketch has everything defined, yet the geometry is all blue in color.  I can't deform it in any way, though the whole sketch will move up/down and left/right.  The small dimension on the far right is 1".

    It's not constrained to a fixed reference like the origin.  Because it can translate, it means the sketch isn't fully constrained.
