Left Fillet different than the right fillet....why?

Fillet 1 creates two different solutions, and I need to understand why the left is different than the right...., or report this as a bug.
The "correct" solution , is the fillet that runs completely across, without the line, and tapered fillet.

I edited Sketch 3-top of base, which allowed me to remove some of the replace face features that I used previously to clean up the part.
