Sheet metal flanges - Error & Non-Error with same feature sequence

Hello,

I was hoping I could find some clarification to the issue that I am having. I have tried every workaround I could come up with.

The issue is that I would like to create flanges on the inside of a rectangular opening. The flanges are perpendicular to each other. 

In the successful implementation I was able to create a relief cut which allowed the creation of perpendicular flange without pattern overlap. See picture below.


In the unsuccessful implementation of this relief cut I cannot get OnShape to recognize the cut. It will sketch the cut but it will not implement. The closest I can get is to the picture below.


I have even tried creating a 89 degree relief at the end of the flange to allow for the apparent interference. 

What is different?

Any assistance would be greatly appreciated.

    @matthew_stacy, my bad. I didn't have this set as public. And I haven't been in the forums for a while. I have changed the model completely so the the exact issue is no longer relevant. However, the issue of cuts being recognized in SheetMetal is still very relevant. I find this very frustrating.
