Not fully defined geometry with Circular Repetition....??

When I am making a sketch that has circular repetition I can not get all of the sketch to be fully defined...

The first part is dimensioned and defined, but anything that is repeated only goes blue?

There is a small square manipulator in the center of the circular pattern, constrain that to something.

Either that arc radius is not constrained, or it is a bug.

Ever since one of the larger updates a couple of years ago, constraints will occasionally over constrain or under constrain themselves when they are clearly not over or under constrained. This happens when I am using sketch patterns, or working with lots of sketch entities.
