Mouse wheel focus in "Insert parts" flyout still resides with "Instances"

Is this the correct behavior?
I find using the mouse wheel more productive with long list.

@ trenton_carr, As per above description what i understood is that after inserting one part from "insert part list" you can take the part with your mouse.Whenever you take the mouse to part list, part automatically sits in default position.
If so then that part still not placed in that place you can take it with your mouse. After inserting another part also you can take that part along with second part.once you click on model space then only it will take it's position.
    I
    apologize if i m wrong.
