Forum pages displaying wrong language. How do I fix?

When I am logged in all the forum pages come up in Chinese and I want English (American). Using the latest Chrome and settings in Chrome do not seem to help. I am able to do a 'Translate page' but need to do it every time opening or switching to forum settings pages.
I have not found Forum settings that apply. Suggestions?

There is an "English" button in the bottom left corner of the page. Does clicking that change it for you?
