Have Learning Center videos had slower loading/buffering recently (since about 5/30/22)?

With an eye on my internet service speeds (13 Mbps down at worst) and performance of other video streaming, Learning Center videos (across courses) seem to have poor performance recently. Even set to the lowest quality, most videos have been stopping to buffer for 1+ min. Refreshing the page instead of waiting consistently fixes it and allows the rest of the video to play, so it is not a major issue; I'm just wondering if it is a server-side issue that needs attention.
