Name, Display Name and Description for Custom Properties

I think I'm reasonably clear on Name vs Display Name for custom properties, but where besides the Professional/Enterprise settings does Description show up? It would be great if it was available for a tool tip in the properties dialog.
While we're at it, it would be great to be able to have a custom sort the properties dialog.
