How extrude curved sides?

Hello,
As part of a school activity, we want to model cookie cutters for Christmas.
However, I can't create a border when my drawings are made of spline. The Offset tool gives me an error message.
So, to get around this problem, would it be possible to extrude the sides of my part as shown in the drawing and not just the top and bottom of my part?
Thanks for your help!
