Help with rotating a protrusion around an edge

Hi guys,

I'm trying to rotate a protrusion from a circular edge around that same circular edge but I can't figure out how to do it. Here's a rough idea of what I'm trying to achieve:

"Rotate a protrusion" is in relocate it or as in sweep it around, adding more material? For the latter, you could revolve it or sweep it. Or even add another extrusion.
