Offset/move face into an object to create clearance?

Trying to use a boolean subtract with an offset to cut out space for an imported object. The offset will only work if I go inwards, not outwards. You can see what I mean in the failing boolean in the project.
I also tried using move face but it fails if I try to move the faces outward into the rectangular extrusion I'm trying to cut into...
Any help or better ways to do this?
