Mirror Part in Plane

I'm trying to mirror "Top" in "Plane 1":

The mirror dialog lets me select Top, but not Plane 1. Very confused..

@justin_vincent , At the time of performing mirror operation "entities to mirror" selection box is active until you click on "mirror plane" selection box. Therefore for selection of plane 1 you have to click on "mirror plane" selection box and then select plane 1 after-that you get desired result as shown in below video.
