Steel wire over a pulley wheel to make a winch assembly

I have created a pulley wheel part and want to connect a braided stainless steel wire (or simple flexible cylinder) between two parts (one a winding cylinder and one a cube - as the weight) with the pulley wheel in the middle. The three parts are in an L shape. Ideally this would show as a moving assembly. I was hoping it might be part of the frames functionality. Is this possible?
