Drilled hole depth question

I have a part that is .500 thick and a hole that is supposed to go .400 into the part. I am using the hole tool with a 118 degree drill specified. The little diagram on the picture seems to show that it is using the entire drill depth but my drawing seems to show the drill point VERY close to the lower surface. This would seem to indicate that the hole tool puts the hole as .400 deep and then adds the drill point to the depth. I get that this would seem normal in some cases but is not how the tool is expressed in the picture. What depth is actually being used?

The picture does show that the depth is applied to the straight sides so it is consistent with the result of the "point" being added on top. It would be nice to have the option to alter the behavior.
