How would I make this connection between the 2 cylinders?

I'm trying to make this cart, and I can't figure out how to make the 2 cylinders that is the handle connect. I am trying to figure out how to do it while have it at that angle still.

You can construct a path and sweep a circle along it. Sketch the profile from the side, and create a plane at the angle of the handle and then sketch the top part.
