Right mouse buton - Drag to rotate the view won't release!

So the title says it all. When trying to pan around using right mouse button, I release the button but the panning/rotating won't stop! I press escape, spacebar, whatever it just won't release. It ends up taking pressing escape several times, pressing various mouse buttons several times, etc. It's EXTREMELY frustrating. What's going on?

I have noticed that when using Chrome, if you hold the right mouse button and move the cursor off the browser viewport, the button function gets stuck and only releases if you click the right button again. It is a Chrome bug I have seen with other browser apps, but only in Chrome. Firefox seems to work correctly.
Not just a Chrome bug FWIW, I have this issue in Firefox all the time. And it doesn't even need the RMB to pan, I've had this with ctrl+left click pan and middle mouse button pan too. As soon as you release the pan, the camera goes wild into rotation, and the only escape is clicking the right mouse button again.
Thankfully it isn't too destructive to have to press RMB to escape it, but it's a frustrating experience for the camera to start flipping around out of nowhere unpredictably.
I also run into this all the time with Firefox. Any idea what the cause is? It seems to happen almost exclusively when I'm using my laptop with the trackpad. Extremely annoying.
