How can I rotate an imported step file to be Z-up?

I'm trying to rotate this model to be z-up, but nothing seems to work. how do I do it?

If that does not fix it, then use transform.
selecting the assembly and rotating the jack did not work.
I don't think I have access to a Transform tool as far as I can find.
