How can I turn a mesh into a sketch?

I imported this STL and I want to make some changes to it, but I think I would find it easier to start off with a sketch. I tried the "Use" tool to project onto my sketch, but it says "Some of the face edges could not be used in the sketch". My google searches lead me to a question on this forum without a clear answer.

Here is one way of projecting a sketch and extrude to a fully modifiable object. The split gives a solid face to select. I window selected everything since selecting the face with 'use' only gets the outer profile.
