Batch creating and sharing documents

There it says to assign individual project we create a document and share it with the student assigned for.
Is there a way to batch creating and share with various document names and corresponding account emails?
Is there a CLI to do this?
By the way, my sharing with editing permission doesn't seem to work. It still shows "view only".
