Why is it not reading or reflecting the model dimensions in the drawing of the changed configuration?

I think that you have hit the problem of over constraint.  OnShape has a tendency to add constraints to one's sketches by the bucket load, then when you the user add (say) a dimension everything goes red because the dimension you want is contrary to what the constraits will allow.  The solution is to sketch with the shift key depresed and then auto constraints are inhibited.  (I need to check if the Caps Lock key will do the same as holding down Shift is a pain).  If you are into this Red Line situation you will need to drift around with the cursor and see what contraint symbols pop up. Those that seem unreasonable can be deleted by a double click which will turn them bright red and then hit the Delete key.  Alternatively the Back arrow (top left corner) will allow you to back track to before red lining so that you can proceed with some of these tips in mind.

    Hoep that helps.
