Constrained rotate with mouse regardless of the mouse pointer location

https://www.onshape.com/en/resource-center/tech-tips/tech-tip-rotation-with-an-upright-vertical-axis shows exactly the rotation style I want. It's the same in TinketCAD and in Blender - it's just natural for me. However, that only works when I do the rotation while hovering over the rotation cube in upper-right corner. When I do that over the part it starts to shoot off screen. I take it that it tries to set the rotation point to where the mouse is. Can this be disabled so that the entire edit area when rotating behaves like the cube?
