Can't extrude this curvy sketch

I can't extrude this sketch for some reason (it makes the Extrude feature red, with no proper error explanation). It's all one enclosed region. The ends of the splines are all coincident (merged). Please help me extrude something like this.

What I normally do in this case is start drawing a line through the spline at different points and see what area fills in and what area doesn't. If the area fills in, you know the issue is somewhere further down the spline.
My intuition is that the really tight curvature areas on the top/bottom offset spline are what it is upset about.Jake RamsleyDirector of Quality Engineering & Release Manager onshape.com5
