    They look like sketch points that are left over from another sketch. They could also be centers of arcs which are off screen.

    Yep, or end points of trimmed cuves. Thay can't be hidden but can be deleted (also the trim tool removes them), but beware of the side effects in case they are referenced somewhere else.
