Angle constraint - what am I missing?

Hi, I am trying to define an angle between a horizontal line and another one. All tutorials and forum answers suggest that I select the dimension tool and click first one line and then the other. However, that's not working for me. Did something change? Am I doing something wrong here?

    Yes, that's the process. Are you using the left mouse button when clicking? Can you place a "length" type dimension just to test if that is working for you? The process is exactly the same.
