My current plan is to loft the two sketches to get a shape to extrude remove from the shallow cylinder/dish (orange). I want the final product to be this cylinder with three identical funnel holes going through it. I am completely lost. have no idea what to do. Thanks for any help.

Try this:
1) clean up the sketches. Looks like there are several lines crossing and points not coincident
2) Try to join the lower and upper sketch with ruled surface https://cad.onshape.com/help/Content/ruled-surface.htm?Highlight=ruled
3) Substract the body
4) Copy the substracted body with circular pattern https://cad.onshape.com/help/Content/circularpattern.htm?tocpath=Part%20Studios%7CFeature%20Tools%7C_____17
