Hole start configuration no longer configurable after 1.171 update

I noticed something since revisiting an old document that I had done some work in prior to this update to the hole feature:

The hole start condition is no longer configurable. Previously this was an option. Is this something that should go in a bug report or is this by design? It was something I used to make different permutations of brackets for a quick solution to sticking little boxes to a surface. I don't know how useful it'd be to others' workflow though.

This apparently includes hole diameter when screw clearance is selected vs. drilled diameter.
