Tangent propagation for tangent mate in assemblies only extends to first neighbour??

When I toggle the tangent propagation button, only the first neighbours are accepted. Is this expected?

    I think the problem is that the inner slot as constructed is not smooth. Is there a problem with the construction. I tried many ways of generating this slot but it's not that simple. In the end I used a ruled surface normal to the cylinder over a curve lying on the cylinder then thickened the ruled surface to get the negative of the slot and then boolean subtracted from a cylinder.
