Hole cut thru all at the miter does not go thru all

I'm making a file for Aluvision frames using a frame feature. The corners of the frames are mitered, and there are 30.6mm holes along the faces at 62mm O.C. When I put my sketch for the hole at 31mm from the edge to the center for the first instance, and cut thru all, it doesn't go THRU ALL when I pattern the feature. It only cuts thru the outsides of the frames. I assume this is because there technically isn't an inside surface at the miter, but that shouldn't matter. I have to start my first instance at 93mm to the center, and pattern in two directions.

Is this a bug, or is there a different way of doing this without adding a patter in the other direction?
