Can't get the circular pattern to work...

I've read previous entries on the subject, but I'm still stuck...  I have a side incision on a conical part ( https://cad.onshape.com/documents/df59c164cc767caba88c3be8/w/75d1d00bcc7d9498ed4a592a/e/902d09dda3a919ab5c9b7c54 ) I can create 8 equally spaced side incisions, but am unable to replicate the fillet feature on the 7 replicates.

Also, how can I create a criss-crossed (knurling-like) bottom (larger circle) surface?

Works fine for me. Either extrude all the circles and *then* fillet, or, to save some effort, extrude + fillet just one and use a face pattern like so: https://cad.onshape.com/documents/270df3e6ba842ad6daca8199/w/92ea10892ca7336fa1361e3d/e/418be94f0831e74af719f365
