why can i not rotate mates with my mouse

i am trying to make an axle rotate using a cylindrical mate but every time i try to rotate it by moving my mouse up and down, it just moves the whole project. side to side transitions work fine.

Have you fixed one of the components? With something like a car the body can be fixed then the wheels will rotate. If not, everything will move.1
