Offset plane and angle

Hi all,
I'm trying to workout how to create a plane at a given offset and then apply an angle to it.
Is this possible or will I need to setup a sketch on an offset plane and then create another plane at an angle to a sketch line?
Once I know the best approach I'll need to create the same in Featurescript so any advice relating to that would be welcomed.
