Can't make part Primary instance

He Inserted it into this assembly

then selects Edit In Context
But the context banner is blue, and he can't hide context instances.
In the assembly, there is no option to set the part as the Primary Instance
what's going on?

You have to actually reference the context in the part studio. It won't actually build into a full context until you reference it in a sketch or a feature etc.
