Promblem with placing dimensions in assembly drawing

Hi guys, I have a problem with dimension tool in drawing of assembly mode. I cannot put almost any dimension, for example external/internal diameter of top view of this model:

Can anyone help me with that? I think that this problem is occur when I make a complex model with few parts on different planes or this is some bug of OnShape.
