how do I create a tank cover with thru holes?

end cap won't work for me, extrude ring and add solid won't work for me, I am stumped

    I changed these two things in your model…

    Also try to remember the direction of the hole will be determined by the sketch plane of the points you are selecting. so the issue with your troubles was that the point you were selecting was created in a different plane orientation than the top of the lid.

    Also if you wait till end to put holes in. they can go through multiple parts and you only need to do one circular array feature as well.
