Problem with dimensioning part on the drawing

Hello, I have a problem with dimensioning my model when I creating a drawing. I want to place a diameter of main partial circles on the part but I cannot. I am trying to chose them in 0:20 minute of the video I am attaching. Can you help me with that? Is that a bug od OnShape or I made some mistakes during creating parts and because of that now I cannot place dimensions?
