Constrained view rotate not working for me

I've tried doing a constrained rotate (using default Alt + right mouse button drag) and it just does a normal 3D rotate. I've also tried clicking on the constrained rotate as Default so it should do it with just a right mouse button drag. Still does a normal 3D rotate. Also tried a different browser and different computer.
Any ideas on what to do? I'm pretty sure what a constrained rotate should be. I must be doing it incorrectly. Is there a step-by-step description of how to do it successfully or pertinent video?
