Why is the circular edge being used in my sketch as a defined shape?

I am trying to create a flange on the bottom of a revolved part but one of the faces (bottom) includes the circular edge while the top does not. In this part, one of the extrusions fail because the surface does not intersect with the rest of the part.

What am I doing wrong?

    hove over the offending feature and somet8mes they give you clues. It looks like you forgot to select the part you want to merge it with.
