Error when doing extrude remove through a partial flange

When I try to do an extrude remove through this sheet metal part with a partial flange, it doesn't work, as per the first image.
When I make the flange a full flange, it works normally.
I'm not changing anything except checking or unchecking the Partial Flange option, and when Partial Flange is selected, the extrude feature fails.
Is this a limitation of the partial flange feature, or am I doing something wrong?
