How do I edit an object imported as an STL file?

I have an STL model I imported, and I want to remove the flange, leaving only the cylinder with interior teeth. I tried adding a cylinder and using the Boolean function, but that doesn't seem to work. Can anyone tell me what I'm doing wrong?

You know servo splines aren't actually cut like spur gear teeth? This is E.G. a servo manufacturer supplied H25T servo spline as used with OEM servo arms. It usually makes little sense to import this kind of shape as an STL file, let alone base further CAD work on the STL import.
